Helmuth von Moltke the Younger succeeded Schlieffen in 1906 and was less certain that the French would conform to German assumptions. Moltke adapted the deployment and concentration plan to accommodate an attack in the centre or an enveloping attack from both flanks as variants, by adding divisions to the left flank opposite the French frontier, from the c.  1,700,000 men expected to be mobilised in the Westheer (Western Army). The main German force would still advance through Belgium and attack southwards into France, the French armies would be enveloped on the left and pressed back over the Meuse, Aisne, Somme, Oise, Marne and Seine, by short, rapid attacks, unable to withdraw into central France. The French would either be annihilated or the manoeuvre from the north would create conditions for victory in the centre or in Lorraine, on the common border. [7]

Along with the radar enhancements (which may or may not be delivered to foreign customers), Russia has a formidable integrated air defense system even though the size of its truly modern aircraft fleet is quite small compared to the United States and NATO. Russia lost a decade in the arms race when it had no money to develop and build new aircraft, and its economy today barely supports acquisition of effective numbers of new equipment. Indeed, one of the reasons Russia developed its air defenses along with wanting to counter US stealth aircraft and cruise missiles is because it could not afford a big fleet of modern fighter aircraft. (The US administration and Congress should pay close attention to Russia’s limited offensive capabilities, not too often done these days of anti-Russian hysteria in Washington.)

The documents are published on the 20th anniversary of NATO's "Able Archer" exercise that may have been the closest moment to nuclear war since the 1962 Cuban missile crisis because of Soviet suspicions that the exercise was a cover for a surprise US nuclear attack. Soviet intelligence desperately tried to discover further details and Soviet forces went on alert. Obtained by the Project from the archives of former East Germany's security agency (Stasi) in accordance with Germany's 1992 declassification rules, the collection consists of reports about the findings of Stasi spies compiled by the agency for the information of top East German and ultimately Soviet leaders.
